Government & federal window film · security, blast mitigation & energy

Public buildings. Private-sector speed.

Federal, state, county and municipal facilities have the same glass problems as everyone else, plus procurement. Epic is SAM.gov registered, Texas HUB certified and on thirteen cooperative contracts — and the person who wrote our installation standard created the first blast-film attachment system used on federal buildings. Security film, blast mitigation, solar control, privacy finishes and graphics, installed by our own certified crews.

Start with the problem

Six things public buildings ask glass to do.

Pick the one on your risk register. Each links to the detail, the 3M films and the spec cards your engineer will want.

Forced entry at the public counter

Courthouses, city halls, DMVs, social-service offices and police lobbies all have one thing in common: the public meets staff through glass. 3M S2400 attached with the Epic Method keeps a broken pane in the frame long enough for a lockdown to work.

Blast and fragment hazard

Flying glass is the leading cause of injury in an explosion. Security film with a structural attachment holds fragments to the film so the glass fails as a sheet, not a spray — rated to ASTM F1642 and GSA TS01 test protocols.

Energy on an aging building stock

Single-pane and early double-pane glass on 1960s–90s federal, state and county buildings leaks heat both ways. 3M Prestige and Ceramic films reject up to 97% of infrared heat with no mirror look and no RF or Wi-Fi interference — a retrofit that fits an occupied, secure building.

Privacy without blinds in secure spaces

3M Fasara frosted and gradient finishes for interview rooms, SCIF-adjacent corridors, records rooms and conference glass. Light comes through; sightlines don’t.

Interiors that have outlived their finishes

3M DI-NOC architectural finishes over existing walls, elevator cabs, doors and casework — a refresh with no demolition, no outage and a Class A fire rating.

Wayfinding and agency identity

Window, wall and floor graphics for public buildings: directional systems, seal and agency branding, frosted privacy with a message, and campaign graphics that come off clean.

Proof

Named work, not adjectives.

  • U.S. Space Force — Cheyenne Mountain Space Force Station, Colorado Springs: solar-control and security window film across the station’s buildings, awarded 2026.
  • Cherry Creek Schools, Colorado: 89 campuses, ~50,000 windows, 600,000+ sq ft of 3M S2400 — the largest school security window film project in U.S. history, for a public district that ran a competitive forced-entry evaluation before awarding.
  • Oklahoma Department of Wildlife Conservation, Oklahoma City: 3M window film for a state agency headquarters; customer testimonial on file.
  • Texas public school districts — Killeen, Burleson, Jacksonville, Anna, Godley, Farmersville and more — purchased through cooperative contracts, with reference letters from their police chiefs and safety directors on our References page.
  • Spec cards for every 3M security and solar film are in the download library.
  • Independent testing: 3M S2400 installed with the Epic Method, tested to ASTM F3561 Method A at Intertek — reported as data for specifiers, not as a compliance claim.

Founder credentials

Not just anybody gets selected to work on the White House — or an embassy in Kazakhstan.

Before Epic, Chris Eder’s company was the one the federal government and the State Department called when the glass had to hold: the White House and the Smithsonian, every EPA facility across the nation including the entire Federal Triangle, agency headquarters throughout Washington, and complete U.S. embassies and ambassadors’ residences on three continents — Rome, Malta, Luxembourg, the Vatican, Kazakhstan. The buildings named below are a sample, not the list. It is why a school district or a building owner can trust the same hands and the same standard today.

FAQ

Government & federal window film questions

Is Epic registered to do business with the federal government?
Yes. Epic is registered and active in SAM.gov (CAGE 8PQM0, UEI T121WAF1WGM3) as a 100% woman-owned small business, and holds a 2026 award at Cheyenne Mountain Space Force Station for the U.S. Space Force. Epic bids as a prime on small-business set-asides and works as a subcontractor to primes on larger facility task orders.
Can a city, county or state agency buy from Epic without a bid?
In most cases, yes. Epic holds thirteen cooperative purchasing contracts, and the national ones — TIPS, BuyBoard, Choice Partners, PCA and Equalis — are open to municipalities, counties, state agencies, universities and other public entities that are members. Your purchasing office confirms eligibility; Epic supplies the contract number and the awarded pricing. The Texas HUB certification adds utilization credit for state agencies and universities.
What blast standard does security film meet?
Blast performance of film-and-attachment systems is rated under ASTM F1642 and the GSA TS01 test protocol, which define hazard levels by how far glass fragments travel into the room. Epic specifies the film and bead size to the hazard level your security assessment calls for — typically 3M Ultra S800 or S2400 with a 1/2 in. structural silicone attachment for blast — and documents the installation opening by opening. The founder of Epic created the first security film attachment system for bomb-blast mitigation at a prior company; that method is the basis of the Epic Method used today.
Can you work in an occupied, secure facility?
That is most government work. Crews are Epic employees, never subcontractors, and we badge, escort and work after hours or in phased areas as your facility requires. Installation is interior, dust-free and leaves no debris; a typical vestibule is finished in one shift.
Is security window film bulletproof?
No. No window film is bulletproof or bullet-resistant, and Epic does not sell it as such. Security film holds broken glass together so an attacker is delayed at the opening; it does not stop projectiles. Where ballistic protection is required, the answer is ballistic glazing or a transaction window, and Epic will tell you so. The plain answer is on our page: Is security film bulletproof?
Do you serve facilities outside Texas and Colorado?
Yes. Epic is a national 3M Platinum Elite dealer with offices in McKinney, Texas and Aurora, Colorado and in-house crews that travel for federal, state and multi-site projects nationwide.
